Utility Resources, Inc. (URI) consults nationally on a wide range of economic and regulatory matters. Based in Salem, Oregon, the group has been established since 1978. URI’s principle consultants are specialized in corporate finance, mathematical optimization models, forecasting, determination of costs of service and regulatory applications of these analyses. URI has provided studies for a number of major clients and has testified on behalf of these clients in regulatory proceedings and court cases. In recent years, URI has represented utilities, cogenerators, state agencies, groups of utility customers and other financial and operating companies.

Consultants at URI have prepared studies encompassing the full range of issues in regulatory proceedings. Expert testimony has included cost of service analyses, recommendations for the design of rates, comments on depreciation rates, cost of capital estimates, and forecasts of loads, costs and export revenues.

URI is heavily involved in resource planning and financial analyses of utilities and other firms. Its consultants regularly conduct financial risk and cost capital studies for a number of corporate clients. URI has constructed system planning models for use as screening tools in capital budgeting. Our consultants have prepared analyses of cash flows to identify attractive acquisitions and to determine profitability of investments. Other unique financial analyses have been conducted to include determination of required returns for not-for-profit corporations and the determination of values of utility property and independent power projects.
